The state DOTs have generally moved into this area without much prodding from the FHWA. The reason is simple, bridges are just not lasting as long as they should.

There is currently a tremendous amount of interest in looking at "life-cycle costing" of bridges. Owners want to get the best return for their investment and many are starting to look beyond the first cost of a structure. Using HPC is certainly one approach to getting increased service life at a reasonable cost.
